Corruption is a national security issue and at a level that can destroy this nation

Freetown, Sierra Leone, Wednesday 4 July 2018 – His Excellency President Julius Maada Bio has said that corruption is at a level that can destroy this nation if we do not fight and win. He said this in response to today’s launch of the Governance Transition Team Report at State House.

Chief Minister and Chair of the Governance Transition Team (GTT), Professor David John Francis, presented their final report to the President before it was officially released and distributed.

The President had mandated the 13-man team that comprises academics, experienced former civil servants and professionals from different backgrounds, two days after being sworn into office on April 4, to interface with the outgoing All Peoples Congress (APC) government, conduct an immediate assessment of the state of affairs and to submit a report on its findings.

Addressing the audience of journalists, government officials, former government functionaries and members of the consular and diplomatic corps, the GTT chairman, drawing from the executive summary of the report, said they uncovered evidence of egregious infractions by the former government.

“An astonishing level of fiscal indiscipline and rampant corruption by the former APC Government of President Ernest Koroma had led to the near-collapse of Sierra Leone’s economy by the time the Government of President Julius Maada Bio was sworn into office,” he said.

He noted that apart from the fact that 14.4% of the country’s GDP was wasted, external debt was US $1.6 billion, domestic debt was at US$658 million, partly caused by bloated salaries and other compensation for government employees amounting to US $263 million.

“Besides, the State’s liabilities as at 30 March 2018 amounted to US $3.7 billion. Inflation as at March 2018 was 17.2% while on the whole economic growth dropped from 6% in 2016 to 3.7% in 2017,” he lamented.

He disclosed that as a consequence the APC government was unable to close the fiscal gap and adhere to agreed actions under the Extended Credit Facility, leading to the suspension of disbursement of both budgetary and balance of payment support by the IMF to Sierra Leone in 2017.

The report, in addition to specific recommendations made in each section generally pertinent across all governance related institutions, also specifically asked that the Auditor General undertakes special audits of all MDAs and on how public assets and funds had been utilised by the former APC Government.

Key suggestions were that the government should immediately institute a Judge-led special commission of inquiry with a limited timeframe and mandate to recover all stolen wealth, inappropriate conversion of state funds and other assets by officials of the APC Government. It added that the said Commission should recommend for prosecution and seek explanations from former officials under Section 26 of the Anti-Corruption Act dealing with ‘unexplained wealth’, if it determines them to have accumulated such wealth during their time in public office”.

New Anti Corruption Commission (ACC) Commissioner Takes Oath of Office

State House, Freetown, Wednesday 27 June 2018 – Newly approved Commissioner of the Anti Corruption Commission (ACC), Francis Ben-Kaifala, has today subscribed to the oath of office before His Excellency President Julius Maada Bio in accordance with Section 3(1)a of the ACC Act.

Shortly after the ceremony at State House, the anti-corruption boss thanked President Bio for the opportunity to serve the country. He said the confidence reposed in him was something he would take very seriously, adding that one of the main causes of suffering in the country was corruption. He said if were to be eradicated there should be an immediate change of mindset of society.

“Your Excellency, it is indeed an honour to be given such an opportunity to help in the transformation of our country under your New Direction. Our corruption record is an abysmal one that needs urgent attention. As head of the commission, I will do my best to ensure that we reduce corruption in the country and use my appointment to see how we can reduce the impact of corruption in our society. Our position in the index is unacceptable. The commission under my leadership will work hard to reposition ourselves in the indices that will take us off embarrassment,” he assured.

President Bio congratulated the commissioner on the assumption of his new role. He said corruption was not only a governance problem but a national security concern that should be dealt with seriously.

He added that: “Your task ahead is a tough one and I hope you are ready to face it. There is a huge reputational problem for being where we are in the corruption index which even scares away investment from the country. You must show all your expertise in combating this menace. As you start the journey, let me assure you of my support and wish you the very best,” he ended.

Prior to his appointment, he had also served as managing partner of Kaifala, Kanneh and Associates Law firm, after practicing law for over ten years.
